    Chandigarh Chain Snatchers Will Get 10 Years Jail After MHA Nod

    Snatching cases have increased in the city beautiful. Snatchers don’t have fear and they are attempting the crime. UT Administration is going to amend the law of theft to make it stricter. So they proposed a new law to control such cases and protect the residents from snatchers. Its new draft on law includes that Chandigarh chain snatchers will get rigorous imprisonment up to 10 years. In 2015 and 2016 around 160 incidents of snatching were reported and only 73 cases have been registered.     What would be included in the amendment:

    • UT also want to amend the law for theft and also want it to be stricter because these cases are increasing.
    • According to the new law person who committed snatching will be jailed for not less than five years. The imprisonment may extend up to 10 years.
    • They also include fine with the imprisonment of Rs 10,000 fine as a punishment to teach a lesson to such people.
    • According to the police, no lenient law can stop these snatchers and that’s the reason administration with police going to amend the previous laws against snatching.

    UT will replicate Punjab Law:

    In 2010, the Punjab cabinet had amended section 379 of the Indian Penal Code that is related to theft and then they insert subsections in it and subsections are 379-A and 379-B. After Punjab, the nearby state Haryana had made the amendment to make law on snatching stricter. Now UT took the step toward it and the Administration has already sent the proposal to the union ministry of home affairs for approval. According to the amended provisions, this crime will be included in the crimes which are cognisable, punishable or non-bailable and can be tried in the district and sessions court.

    The fee hike in  PU caused tensed situation among the students. Earlier, the protesting students boycotted classes but this protest got out of control when agitators clashed with police and then to stop them police used water cannons and did lathi charge on them. To retaliate students pelted stones on the police. Many students, police, and journalists were injured during this protest. Students should know that violence can never give solutions and that why NGO, ‘I AM STILL HUMAN’ has taken initiative to give some solutions to generate some revenue in PU without hiking the fees.     With this article, we are going to bring your kind attention towards where PU is lacking and what it can do to generate revenue without hiking fees and troubling students, as the problem is related to the crunch of revenue because the center government has stopped paying grants to PU three years ago.

    Where is Panjab University lacking?

    It is the duty of higher authorities to share or try to remove the problems that are related to students but rather than to help students, authorities are increasing fees and this time unprecedented hike is observed in the fees. If the university is facing any financial crunch, there is no need to put the students in trouble who come from weaker sections.

    No productive talks:

    Negotiation and discussions will help us to get some productive results rather than to not attending students who want to share their problem. All the students who are showing their anger through protest should have used their energy to give solutions to them and use it for some beneficial results. Due to this protest, only students have to face the losses like teaching was affected in all departments in Panjab University.

    Lack of planning:

    Center government has stopped granting funds to University before 3 years ago but the university did nothing to face upcoming situations related to financial crunch. They should have planned something productive that can help them to generate some revenues.

    No business sustainability model:

    If you are teaching business in your university then why don’t you implement it to generate some revenue? University only spending more money rather than to remove wastage of money.

    Solutions for solving PU’s financial crunch

    There are some solutions proposed by the NGO, ‘I AM STILL HUMAN’ for solving the financial crunch of Panjab University:

    • Charge more for luxuries, not for education: There should be no hike in the education fees because students come here for affordable studies. But if fees will increase 6 times it will be tough for the weaker section to get a good education. so change more for luxuries, not for education.
    • Commercial Advertisements in Panjab University:  Colleges and universities are turning towards the alternative ways of generating revenues and commercial advertisements in Panjab University can generate revenues.The advertisers must provide a service to the students and/or generate some income to the university.
    • Commercializing WiFi System: They can generate revenues by commercializing WiFi system.
    • Generate more cost-savings ideas: Invite staff, faculty, and students to come up with revenue-generating and money-saving ideas for your institution. Negotiation and discussion are the musts.
    • PU is a big marketplace in its own: PU is a big marketplace in its own and university can make a good business model to generate money like by hosting some revenue generating events.

    Don’t make PU a battlefield and try to solve this problem with some good solutions. Violence can never be a solution for any problem. Only cost saving ideas can help PU in this situation.

    Now SAS Nagar municipal corporation (MC) is going to introduce automatic traffic light synchronization system.  They are going to take this step to help commuters and this plan will save commuters time while moving from one traffic light to another on the busy stretch.

    What is traffic signal synchronization:

    This engineering technique will help in a better flow of traffic and enable the maximum number of vehicles to pass through by reducing stops and motorist will experience fewer delays while driving. This technique matches the green light times for series of interactions and then maximum numbers of vehicles can pass at the same time. This system also helps to minimize the gas consumption and pollutant emissions.

    How it will work in Mohali:

    • The synchronization system sensors will help to check the volume of traffic at any given time and these lights will help to maintain traffic. If there is less traffic on one side, the timing of green light will be less. These sensors will be laid after every 1.5 kilometers.
    • When all lights get synchronized, a vehicle moving at an average speed of 60 kilometers per hour will find all green lights in number, from the Indian Institute of Science Education and Research (IISER), Mohali, Sector 81, till the Industrial Area, Phase 7, on the stretch.
    • This system is the first-of-its-kind initiative taken by Punjab government to control the accident related fatalities in the area that are very much prone to the accident.

    The cost of this project:

    This initiative is taken by the Punjab government to save commuters time in Mohali. The total amount that is going to spend in this project is 1.34 crore and this project got approval from administration last week only. Execution of this project will be started within next 6 months.

    Construction will include:

    • Convention center constructed to offer sufficient floor area to accommodate several thousand attendees.
    • Art gallery for the exhibition of art will also be constructed here in sector 34.

    • Consulate office that deal with questions about passports for their own citizens, visas for foreigners wanting to visit the consulate’s home country and also demanding  licenses for import and export.
    • Departmental stores and Stock exchange will also constructed to make it a big commercial hub.
    • City’s bigger five star hotel is going to construct in the free space of sector 34.
    • Going to have multi-level parking after sector 17.
    • To make it a big commercial hub, encroachment will be stopped. Condition of sector 34 is getting worst because of encroachment and violation, so administration will also planning to stop it. Soon sector 34 will be the Bigger commercial hub of city beautiful and will have bigger buildings of around 10 stories.

    About sector 34:

    The foundation stone of sector 34 in Chandigarh laid in 12 May, 1978 by Chief Commissioner TN Chaturbedi. From then many building has constructed in this area and many development occurred here. But now new buildings will construct on the remaining area and now it turns to the big commercial hub. Sector 34 is very important for commercial activities and half of sector is having commercial buildings. Most of the people earning their living from this area.     Processing of garbage:

    • In present situation garbage is taken to the processing units but they use non- biodegradable garbage to process, but dumping most of the part of biodegradable garbage like  all the dry leaves or agriculture to the dumping grounds and methane produces in biodegradable garbage that leads to fire in the dumping grounds.
    • Now every home in city will get two dustbins and processing of garbage will be done to produce electricity and manure. With the help of this there will be no dumping of garbage in dumping grounds, whole garbage will use to convert into energy.
    • All homes will be provided with two dustbin of 12 kg both and residents will dump garbage on the bases of dry and wet state of the garbage. Then all the trash will be send to the processing unit directly with the help transportation.In the processing unit, with the help of anaerobic processes, garbage will convert  to the energy and manure. City beautiful will the manage the garbage in smart manner.

    Cost for the garbage management proposal:

    The total amount decided to spend on this proposal is 3 crore, and for this corporation will get 30% subsidy from ministry of urban development. Under this, residents will be able to buy 120 rupees dustbin in 90 rupees. But if corporation house will pass the 3 crore rupees agenda then residents will get two free dustbins. But it is not decided yet that how residents will get the dustbin free or in 90 rupees.

His crime captured in the video while he was asking for the bribe. The constable name is Dinesh and now he has been suspended due to his indulgement in the bribery case.     This process of taking a bribe is recorded in the mobile camera when a  swift car coming from Kharar was stopped by police because a person named Sachin who was driving car was talking on the phone. Interceptor vehicle stopped him for violating traffic norms and then constable asked him to pay the challan of Rs 2500, but violator asked Mr. Dinesh to settle everything by taking 500 rupees.  Sachin who was not alone and was with his brother in the car and he made a video of the constable while he was asking the bribe.

    After this incident constable indulged in it is suspended and inquiry is going on the both policemen. According to the prevention of the corruption bill aimed at laying down more stringent measures to control corruption and according to it punishment will be for both giver and tacker and minimum punishment for taking bribery is 3 years and the maximum is 7 years.
