    CRM Report 2016: Recorded Rise in Dengue, Leprosy In Chandigarh

    In November 2016 the National Health Mission’s 10th Common Review Mission (CRM) revealed that in Chandigarh there is a rise in the recorded cases of dengue and leprosy in 2016. Also, the rate of C-section deliveries is recorded high in this same year. The 10th Common Review Mission (CRM) under National Health Mission was held last November in 16 states/UTs, including Chandigarh. This CRM report included both the positive and negatives of Chandigarh health system and all the challenges they have faced in that year are also included.

    CRM Report 2016: Recorded Rise in Dengue, Leprosy In Chandigarh

    CRM Report 2016: Things that are Positive

    CRM report listed some positives and negatives of the Chandigarh Health System and some positives are given below:

    • According to the CRM reports the UT’s listing of severe anaemic women with a good follow-up mechanism.
    • Also, Cleanliness is observed at all delivery points.
    • SNCU is well maintained at Sector 16 GSMH.
    • Good Awareness is given in schools regarding Weekly Iron Folic Acid Supplementation (WIFS) programme.
    • Immunisation services are implemented well in the UT, which has a well-established dengue surveillance system in place, too.
    • Currently, four hospitals have been identified in the city as sentinel hospital for dengue testing.
    • Chandigarh has achieved the national level programme indicators of 90 per cent total case notification rate and 90 per cent success rate among new TB cases.
    • Zoning of health facilities has been implemented under monitoring and Evaluation/Health Management Information System for timely data reporting and monitoring the healthcare delivery services in UT Chandigarh
    • Adding that UT reports 100 per cent facility-wise reporting in HMIS and mapping of facilities, too.

    CRM Report 2016: Things that are Negative 

    There some negatives in CRM reports are given below.

    • The report also says that National Free Diagnostics Service Initiative has not been implemented effectively.
    • Also, intra-partum care needs to be improved as most of the cases at the inborn SNCU unit are due to sepsis and asphyxia.
    • The visiting team has also found that Rashtriya Bal Swasthya Karyakram (RBSK) teams are not equipped with the necessary equipment and the UT does not have any HRMIS.
    • There is a lack of training to the finance and accounts staff at sub-district level, leading to an inadequate understanding of financial guidelines.

    According to the report leprosy cases have been increased in 2016. But all the cases that are detected for Leprosy has been cured. But it is found that all the cases that are detected in Chandigarh for leprosy are not from Chandigarh only but they were from the neighbouring states. According to the data from UT in 2015-16, out of 136 new cases detected, only 22 were from Chandigarh. In the report it also added that dengue is on the decline in Arunachal Pradesh, Himachal and Tamil Nadu, it is on the rise in Chandigarh.

These papers had held in the month of June and this was the chance for those students who were not clear in the board exams. From the last couple of years, PSEB has been facing bad result and this year result was 62.36%.

    Girls are doing well in every field and this year in 12th board exam girls performed better than boys. Punjab CM also announced free education for all the girls in Punjab from nursery to Doctorate. This announcement will also help to increase the performance of girls in Punjab.

    There are some primary jobs that would be done by this cleanliness in-charge in the Punjab University and this will be very helpful to make the University clean. There work will include:

    • They will overlook work of sweepers and cleaners.
    • Keep their eyes on the sweepers.
    • Also, place the dustbins if there is a shortage.
    • Another important job of the in-charge will be to maintain hygienic and clean washrooms in the building.

    There are many major challenges for the cleanliness of hostels because in summers in hostels there is a shortage of water and without water, it is hard to maintain cleanliness in washrooms. Also, another problem is related to the heap of garbage and anyone can find these heaps anywhere in the campus. Another challenge will be the student elections when littering covers complete roads.

    There should be fine for littering on the road then election parties will take care about the cleanliness. The university has installed green and blue bins in many areas following the UT move of segregation of wet and dry garbage. Hope these new things will help to maintain the cleanliness of the University.

    What Included In The Announcement:

    To improve the condition of women education is very important and Punjab Government has taken a very good step to provide free education to the women from nursery to Ph.D. This announcement includes:

    • Free education for girls in government schools and colleges from Nursery to Ph.D.
    • Availability of government schools from the next academic session.
    • Online availability of books for the students.
    • Reintroduction of Nursery and LKG classes in the Government schools.
    • Students will get free Wi-FI.
    • A pilot project to promote English in schools.schools.
    • Five new colleges would be set up in the state during this fiscal year.

    According to 2011 census report, the literacy rate in Punjab is 75.84% and female literacy percentage is 70.73%. This new announcement of providing free education to girls from nursery to Doctorate will help Punjab to increase women literacy rate. This will help those girls who were unable to continue their studies because of lack of financial help.     This was not the first time and last year they had awarded a gold medal to Ajit the prisoner from the same jail. These people are motivating others and this is making those students productive, who has committed crimes and serving life imprisonment.

    IGNOU awarded a gold medal to a prisoner:

    A 30- years old student, committed a murder due to a land dispute and then he has been sentenced to life imprisonment. He committed a big mistake of life but after this, he thought of making changes in it so he enrolled himself in diploma in tourism under IGNOU programme. He is in the Barrack No. B-4, Varanasi Central Jail and there he continued his studies and now he has completed his course by scoring highest 72% marks.

    His Journey has not Competed Yet:

    Suresh wanted to become lawyer and was very good in studies but his one mistake led him to the jail because he killed a person after a land dispute. He belongs to a small village Dobra Kala of District Ghazipur in Uttar Pradesh. But after the jail sentence, he did not lose the hope and continued his studies. His hard work made him graduated in arts and now he is Diploma holder in Tourism from IGNOU. He is not only interested in studies but also a good sportsperson. He loves to play cricket match and many time he scored centuries the league matches that held in jail. His journey is not completed yet and he has enrolled himself in Dairy Technology course.

    The Deputy Commissioner of UT has declared that no private Chandigarh Coaching Centres will take classes from 8 AM to 3 PM because it is the school timing in the city and he said that there will be no classes on the same timing as a school. He said this time clash is spoiling students and preventing them from going to school.

    And for the better future of the students, they have to stop this. This decision will come into force from July 1 to August 29 for 60 days. But many teachers here said that they are providing coaching only to droppers, not to the other students.

    Why Classes In Chandigarh Coaching Centres Banned

    The Chandigarh Administration will not allow Chandigarh coaching centres to take classes from Ist of July from 8 AM to 3 PM because according to them it is preventing students to go to schools and attending classes. They believe that this can spoil their future. They said that nowadays student do not go to their schools but they are going to coaching centres in their school hours. Schools are very important for their overall growth, so to get them back to classes they have taken this stern decision.

    UT Education Department Against Coaching Centres:

    Now, from July these Chandigarh Coaching Centres will not take their classes for 60 days and this is announced by the UT Deputy Commissioner, Ajit Balaji Joshi. But the students who have already passed out from school they are allowed to take the classes anytime.

    Previously, Administration was unable to take any step against it because they do not have the full records of Chandigarh Coaching Centres. The UT education department also wanted to take some step against these coaching centres. But nowAdmistration have taken the step against them.

    There are many teachers who are in the business of coaching centres and some of them were saying that in this timings, we only provide coaching to those students who are already passed, but Department said now after this ban in Chandigarh coaching centres will surely increase attendance in the schools.
