Chandigarh Traffic Police becomes one of the first police force in India who has started issuing HSRP (High Security Registration Plate) challans. The UT Traffic Police has started challaning vehicles without the high-security registration plate (HSRP) and third registration mark (colour-coded sticker). The police stated that as per the orders issued by the Central Government, and subsequent amendment in rule 50 of Central Motor Vehicle Rules, 1989, installation of HSRP and colour-coded stickers on the vehicle is mandatory. “People should fulfil the requirements as the traffic police will start issuing challans in a week,” the police said.
On the first day, total 16 challans were issued to the violators for such offence. The RLA has asked police to impose a fine of ₹3,000 and ₹5,000 on two- and four-wheelers, respectively, found in violation.
Installing High Security Number Plates becomes Mandatory- Chandigarh Traffic Police.
Residents can apply for affixing HSRP and colour coded stickers at the Registration Licensing Authority (RLA) counters at the SDM offices as per residential address for for old vehicles and at dealer point for new vehicles and at dealer point for new vehicles. Apart from this, people can also avail this service at www.testsecurityplates.com.
“For vehicles registered after the introduction of dealer-point vehicle registration in 2019, the RC was not issued without an HSRP. But, for vehicles registered earlier, there was a lack of uniformity in number plates. To ensure uniformity, as per the latest directions of the ministry of road transport and highways, all Chandigarh-registered vehicles must have only the stipulated HSRP and third registration mark plates. Failure to comply can invite challan,” said Virat, RLA.

How to Apply for HSRPs and Colour-coded Stickers

1. Through RLA Counter
Firstly, applications for affixing HSRPs and colour-coded stickers can be applied at the RLA counter of the SDM office concerned. In addition, they will be applied as per the vehicle’s registered address for old vehicles, and at the dealership for new vehicles.

Registration and Licensing Authority, Chandigarh, has made installation high security registration plate (HSRPs) and third registration mark(colour-coded sticker) mandatory on all the old and new vehicles registered in the city. Chandigarh Traffic Police appeals to all the registered owners of vehicles to affix the High Security Number Plate on their vehicles with immediate effect.
