The city beautiful has around 1.52 lakh residential water consumers. Water, which is the basic-necessity of every human being, should not be deprived for anyone. Whether chargeable or free, everyone has right to access the safe and clean water. Keeping this viewpoint in mind, the AAP’s Mayor Kuldeep Kumar decided to provide 20,000 liters of free water to every household. This decision blew the breeze of relief among the residents. The consumers, including honest tax payers, are already tired of high sewerage cess bills and water tariff in Chandigarh.

But, a day after the General House gave its approval to the agenda of providing 20,000 liters of free water to every family of Chandigarh, Administrator Banwarilal Purohit turned it down stating that free water is not possible. The Administration informs the residents about the annual hike of water tariff in Chandigarh as per the bylaws approved in 2022.

In between then going debate for free water among UT Administration and Mayor, the Municipal Corporation has issued an order to increase the water tariff in Chandigarh by 5%. The change in rates will be observed from upcoming financial year i.e. 1st April 2024 to 2025. According to the MC’s view, the hike had been carried out keeping in view the losses. “To ensure that there is not a big gap in spending and income in future, a small annual increase has been mandated”, they said.

From April 1, residents will have to shell out more for water with 5 percent. As per bylaws approved in 2022, annual recurring increase in water charges are coming into effect.

Aam Aadmi Party and Congress alliance Mayor Kuldeep Kumar Tita had approved free water of 20,000 litres to every family. Meanwhile the Punjab Governor, Banwarilal Purohit informed that these “freebies” are not possible. Purohit stated, “I won’t approve the proposal for free water. How can we give free water in Chandigarh when we have already signed loan agreement for 15 years for the 24×7 water project?”

The Governor referred to the agreement signed between the MC and French government’s Agence Francaise de Developpement (AFD). The total cost of 24×7 water project is estimated as Rs 510 crore. Out of which Rs 412 crore is been provided by AFD in the form of loan, which is to be paid in 15 years. The city will have to pay Rs 40 crore annually to AFD and the repayment of loan will begin after the completion of the project.

Purohit declared the demand of Mayor as financially unviable and not backed by any detailed plan or scheme. The administration stated that the hikes in water tariff in Chandigarh were done after a detailed discussion with all stakeholders and keeping in view the financial interest of the Municipal Corporation of the UT. The Chandigarh Administration told, “rates would be hiked as per the bylaws approved in 2022. The water tariff in Chandigarh in each slab, be it residential, commercial or industrial, will be enhanced by 5 percent. The new rates will be notified soon.”

The new rates will vary from Rs 3.15 per kilolitre (kl) to Rs 20 per kl depending on the consumption. Currently, these range between Rs 3 per kl and Rs 8 per kl. The residents falling in the 0-15 kl slab will have to pay Rs 3.15 per kl instead of the current Rs 3 per kl.

Chandigarh Congress has expressed their displeasure on the decision made by Banwarilal Purohit, for contemptuously rejecting the public welfare scheme of providing free water to the city residents. They stated that residents were already fed up with the high-water rates. The 5% hike, coupled with the existing 30% sewerage cess on the total water bill is going to add to their woes.

The people must forget about free water, instead prepare themselves to shell out more due to increase in water tariff in Chandigarh. Generally, it is the responsibility of the Government itself to provide basic amenities to people for free or at subsidized rates. But Chandigarh government has planned big for the future of the city and its residents. Let’s hope that today’s hike in water rates for residential, commercial or industrial sector should bring some fruitful results in future.

Want to get rid of old toys, unused crockery and outdated clothes? But confused about whom to give? Here, the Municipal Corporation Chandigarh has come up with the best solution of this problem. MC Chandigarh has opened several RRR centres in the city where the people can donate the old or unused stuff for the needy people. Alongside MC opened various One Rupee Store in Chandigarh, where needy people can buy the donated stuff at a little cost of Re 1.

This initiative is taken to promote the concept of 3R’s – Reduce, Reuse and Recycle. The people can buy any item from these One Rupee Stores whether it is a suitcase, T.V., décor items, gent’s trousers or women attires, these stores has it all.

Mayor Kuldeep Kumar inaugurated the seventh One Rupee Store in Chandigarh, in the presence of area councillor Manaur and other senior officials of the MC and ward members. The store was opened at the Community Centre of Sector-56. The mayor on the occasion said,” MC’s permanent RRR centre in Sector 17 has received an overwhelming response from citizens, enabling establishment of this store. The store offers a variety of items such as clothing, crockery, kitchenware and toys – all priced at Rs 1 per item.”

The aim behind this initiative is to provide affordable items to those in need and promote the RRR drive. The MC stated that only good-quality and functional things are available in One Rupee Stores. The stores will offer garments, footwear, décor items, toys, electronic items, crockeries, books, furniture & wooden items, bed sheets, mobile cases etc. and much more.

Municipal Corporation has set up its permanent RRR centre at New Bridge Market, near Jagat Cinema in Sector 17, where citizens are encouraged to donate items that are no longer in use to them. Additionally, MC’s ‘Swachh Sawari’ mobile RRR vans will collect items from the homes as well. Only after cleaning, repairing, and refurbishing of the donated items, these are made available in One Rupee Stores in different areas/wards of the city. The seventh 1 Re store is opened at Community Centre, Sector-56, while the other six stores are operational in- Dhanas, Manimajra, Maloya, Sundar Nagar, Ramdarbar and a Special store for Safaimitras. These stores have collectively sold near about 15000 items to the needy people.

Municipal Commissioner, Ms Anindita Mitra, expressed her gratitude towards the citizens of Tricity for their overwhelming response and support. She told that, ‘this is the 7th successful store and the MCC is committed to serving the community by establishing more such One Rupee Stores throughout the city. The launch of this store is MCC’s efforts towards creating sustainable and inclusive practices that benefit citizens from all walks of life.’ She said that,” the MCC is showing its commitment towards promoting sustainability and inclusivity with opening of these kind of stores in the colony areas of the city.”

Establishing such stores in a city is a great move towards green, eco-friendly environment and sustainability. These stores will help under privileged to buy and use the items at 1 Re only. This also enhance the concept of 3R’s as well as encourage people to donate. More One Rupee Stores must be open for the continuing process of recycling and providing low-cost goods to people.

Unemployment in Chandigarh is among the addressing issues and problems because it is increasing and people with degrees are applying for the sweeper’s posts in the city. Qualification required for the post:

Required qualification for the Chandigarh MC Sweeper post was middle school pass, but officials said that we have got around 40000 applicants for this post and there are many of graduate applicants.Among the total number of posts, 207 are for general category, 96 are for SC, 144 from the OBC and 16 posts have been kept for disabled as well. 69 posts have been kept for ex-servicemen too. Senior officials of Medical Officer of Health wing of the corporation they were scrutinizing the applications.

The process of recruitment:

In the recruitment process of safai karamchari with the MC, every applicant has to undergo two tests:

Preparation of broom test:

This test will be for 35 minutes and they will judge that how you prepare and maintain the broom that sweepers use in sweeping.

Sweeping test:

after clearing first round you have to clear sweeping test. In this test, your skills for sweeping would be judged. Final selection would be on the basis of your medical test.Due to the shortness of manpower MC started recruitment because there are many posts that vacant and they need more workers for the cleanliness of the city.

The Smart Parking in Chandigarh to woe all the issues in the city. For past several years, the paid parking system has become a disputable issue as the civic body has failed to counter this problem which resulted in inconvenience to the residents. The Municipal Corporation with the Finance and Contract Committee has decided to give the approval to float tenders for paid parking in all 26 Parking lots including the multi-level Parking Lot at Sector 17. This shall be implemented by two months from now.

Smart Parking in Chandigarh

Once the tenders are floated the contractors will be fixed in another month. The Municipal Corporation determines to handover the Parking lots to one company with the reserve price kept Rs 4 Crore. But the decision of the Punjab and Haryana High Court comes against the decision of the civic body. The court disagrees to hand over the Parking Lots to single company than to a group of contractors.

As of now, 23 out of the 26 Parking Lots have been left vacant for more than a year and the civic body has witnessed a loss of up to Rs 5 Crore.MC Commissioner Manoj assures to float the tenders within a week and the approval from the Finance and Contractor Committee is expected to reach by 16th March 2017.

History of Paid Parking

The system of paid parking was introduced 1997 but was kept on back bummer following the protest by traders. In 2001, High Court directed the Commissioner of the Municipal Corporation to introduce the Paid Parking system in the city. The very next year in 2002, Paid Parking system was implemented with Rs.2 for two wheelers and Rs.5 for four wheelers.

4.     Buses rate

The rate for buses has also changed, for 2017-2018 the bus rate has increased from Rs.10 for a full day to Rs.20 for first 4 hours and Rs.20 for the subsequent 2 hours. And For 2018-2019 the rate has been fixed at Rs.40 for first 4hours and Rs.40 for the subsequent 2 hours.

After 15 years Chandigarh Municipal Corporation has increased the prices of parking in the city. The new rates will be applicable three months after the trial of Smart Parking System. If Mc starts the smart parking by April 1 as written in the agenda the new rates then will be applicable by July 1. For the remaining three months the public will pay the existing prices only Rs.2 for two wheelers and Rs.5 for four wheelers.

The Commissioner B Purushartha articulates the final position of the Municipal Corporation after spending on the Smart City Project, salaries and Kajauli water project, MC would be left with 70 crores which will not be enough to carry the development.

Four Congress Councillors, one Independent and a nominated Councillor protested against MC, but the agenda for the hike in the Parking Charges in Chandigarh has already passed.
